DEPARTMENT OF POSTS TO HOLD CHILDREN'S DAY 2015 STAMP DESIGN COMPETITION


MANGALURU: Department of Posts is holding Children's Day 2015 Stamp Design Competition on the theme 'A Day in the Rains'. Any Indian citizen aged less than 18-years may participate. The design, an original work, could be in ink, water or oil colours or any other medium. The design should be sent without being folded through speed post only in A4 size envelope. 
Participants should mention stamp design contest on the contest envelope. Selected designs may be considered for use on stamps or other philatelic material. The prize for first, second and third places is Rs 10,000, Rs 6,000 and Rs 4,000 respectively. 
Entries should be sent to office of ADG (Philately), room # 108(B), Dak Bhawan, Parliament Street, New Delhi on or before August 31. Log on to www.indiapost.gov.in and refer to notification for Children's Day 2015 Stamp Design contest.

Sir,
The Government of India had notified a set of RTI Rules, 2012 dated 31.7.2012 in
supersession of Central Information Commission (Appeal procedure) Rules, 2005 and the Right
to Information (Regulation of Fee and Cost) Rules, 2005. While drafting the RTI Rules, 2012, it
was stipulated that once notified, the State Governments would be requested to adopt these rules
mutatis mutandis, so that there might be uniformity, as far as possible, in the matter of
implementation of the Act throughout the country.
2. Attention is also invited to this Department's letter of even number dated 26.4.2011
titled harmonization of fee payable under the Right to Information Act requesting thereby to
review the State/Supreme Court/High Court RTI Fee & Cost Rules and to prescribe fee in
consonance with the fee prescribed by the Government of India as per Right to Information
(Regulation of Fee and Cost) Rules, 2005, so that the fee should not become disincen

Subject: Framing a Transfer Policy in all cadres – regarding
The undersigned is directed to refer to the OMs of even number dated 13thJune, 2014, and 3 July, 2015 wherein all the Ministries/Departments were requested to (i) prescribe Minimum Tenure, (ii) set up a mechanism akin to Civil Services Board for recommending transfer, and (iii) place in public domain the transfer policy.
2. The Rotational Transfer Policy should aim to harmonise objectives of institutional memory, avoid development of vested interests, and provide exposure to the employees of working in different organisations, inter alia ensuring overall growth of an officer. The Transfer Policy should provide for both a minimum as well as maximum tenure. Any transfer before completing the minimum prescribed tenure or stay beyond the maximum tenure should be with the approval of the Committee constituted for the purpose, for reasons to be recorded in writing.

3. The draft Rotational Transfer Policy for the Central Secretariat ServiceNavailable on the website of Department of Personnel and Training at www.persmin.nic.in (Annexure). It lays down guidelines on tenures, postings on promotion, posting on return from leave/deputation, outstation postings, mutual transfers etc. Appropriate provisions on these aspects may be made in the Rotational Transfer Policy in each cadre that will best serve public interest.
4. In addition, instructions of Central Vigilance Commission in the Circular No. 03/09/13 (No.004/VGL/090/225553 dated 11.9.2013) reiterate that sensitive posts should be identified and staff working in these posts strictly rotated after every two/three years to avoid developing vested interests. The OMs of this Department also lay down guidelines on postings of spouse at the same station, and postings of disabled Government servants/ parents of disabled children.
4. The Ministries/Departments/Cadre Authorities may communicate action taken report on the following latest by 10.7.2015, (i) framing of Rotational Transfer Policy and putting up in public domain(ii) Identification of sensitive posts (iii) rotation of officers from sensitive posts in true spirit of the provision.
Instructions regarding timely issue of Charge-sheet - Dopt orders on 3.7.2015
“The reasons for suspension should be communicated to the Government servant concerned at the earliest, so that he may be in a position to effectively exercise the justify of appeal available to him under Rule 23 (i) of the CCS (CCA) Rules, 1965, if he so desires. The time-limit of forty five days for submission of appeal should be counted from the date on which the reasons for suspension are communicated.”

Subject: Central Civil Services (Classification, Control and Appeal) Rules, 1965 – instructions regarding timely issue of Charge-sheet – regarding.
The undersigned is directed to refer to DoP&T O.M. of even no. dated 2nd January, 2014 regarding consolidated instructions on suspension and to say that in a recent case, Ajay Kumar Choudhary vs Union of India Civil Appeal No.1912 of 2015 dated 16/02/2015 the Apex Court has directed as follows:

We, therefore, direct that the currency of Suspension Order should not extend beyond three months if within this period the Memorandum of Charges/ Chargesheet is not served on the delinquent officer/ employee;

It is noted that in many cases charge sheets are not issued despite clear prima facie evidence of misconduct on the ground that the matter is under investigation by an investigating agency like Central Bureau of Investigation etc. In the aforesaid judgement the Hon’ble Supreme Court has superseded the direction of the Central Vigilance Commission that pending a criminal investigation departmental proceedings are to be held in abeyance.
3. In this connection, attention is invited to this Department O.M. No.35014/1/81- EsttA dated 9.11.1982 which contained the guidelines for timely issue of charge-sheet to Charged officer and to say that these instructions lay down, inter-alia, that where a Government servant is placed under suspension on the ground of “Contemplated” disciplinary proceedings, the existing instructions provide that every effort would be made to finalise the charges, against the Government servant within three months of the date of suspension. If these instructions are strictly adhered to, a Government servant who is placed under suspension on the ground of contemplated disciplinary proceedings will become aware of the reasons for his suspension without much loss of time. The reasons for suspension should be communicated to the Government servant concerned at the earliest, so that he may
be in a position to effectively exercise the justify of appeal available to him under Rule 23 (i) of the CCS (CCA) Rules, 1965, if he so desires. The time-limit of forty five days for submission of appeal should be counted from the date on which the reasons for suspension are communicated.
4. All Ministries/ Departments are requested to bring the above guidelines to the notice of all concerned officials for compliance.

  4. The fields 'Transaction Date' / 'Value Date' should be in mm/dd/yyyy format only.
  5. Do not change the account no. of this file because there is no need of its change required and click on Generate File button to generate the text file. Excel template is attached with this mail.
  6. In Counter PA login, select HTRFTOUN menu. Select the text file generated. In 'Destination Directory' field, give dop

The message 'File uploaded successfully' will be displayed.
Then, select CTUPLD menu. Enter the account number and then enter the file name ( TRFRINDET-3000365919.TXT). The message 'Data uploaded successfully' will be displayed.
The following screen appears

After this process, login as Supervisor and select CTPROC menu. Select 'Verify' and enter the account number. Transactions will be displayed. Click on SUBMIT.
The following screen appears

Again login as PA and select CTPROC menu. Select 'Process' and enter the account number. Transactions will be displayed. Click on SUBMIT. A screen showing the transaction id details will be displayed.


Then, check the current year transactions in HACLI menu and previous year transactions in CTINQ menu.

Opening A individual Minor Account Age more than 10 Year : Finacle Solution

In Finacle Date of Birth is mandatory Field. If Age is less than 18 years, The Account is treated as Minor and Guardian CIF becomes necessary in Account opening. According to POSB rules A child, age of 10 years can open the Account self. The following steps are to be taken in this condition.
  1. There is no need to fill the Guardian Detail in AOF
  2. Signature and Photo of Minor should be pasted in AOF.
  3. First Create Minor CIF and write this CIF ID in AOF as Depositor CIF
  4. In Guardian Detail, Please use unique Guardian CIF 300668762.
  5. The mode of operation should be ''self''
  6. CPC will use the Minor CIF ID in Datacap.
